Job Profile
Consultancy, training and research on Total Quality management systems and tools for public administration organisations of the Member States and the European Institutions.

Consultancy
Consultancy on Quality (and quality related) issues and the implementation of Total Quality Management models, systems and instruments in public administrations of the Member States and the European institutions.

Training

•Lecturing on total quality management (TQM) systems
•Train The Trainers on quality management systems
•Develop training and seminars on TQM-related issues
Networking

•Support networks on quality management at European and national level
•Acquisition in order to gain opportunities within the European public sector
Research

•Research and development of additional instruments and trainings to support quality management in public administrations
•Carry out comparative studies on the use of quality management systems in Europe
•Publish on Quality Management
Job Requirements

•Master degree in public management/ political science/ economics;
•Advanced knowledge of Quality Management Systems (CAF, EFQM, ISO, BSC) and proven experience in their implementation: examples attached to the application will be appreciated;
•At least 8 years of relevant professional experience in an academic, policy/public administration or consultancy environment;
•Demonstrated excellent consultancy and project management experience;
•Documented training and lecturing experience;
•Proven experience in carrying out comparative studies and/or research on relevant subjects; examples attached to the application will be appreciated;
•Knowledge of public administration in the EU Member States;
•Experience in and affinity for working with people from different cultural backgrounds;
•Demonstrated excellent analytical, organizational and communication skills;
•Fluency (oral and written) in one of the working languages of the Institute (English and French) and an understanding of the other are essential. Knowledge of other European languages will be considered an asset;
•Having the nationality of one of the EU Member States, of the candidate countries to the EU, or one of the EEA countries.
To achieve a better balance of male and female staff in the organisation, preference will be given to female applicants where candidates are equally qualified for the post.

The Institute offers you a challenging and inspiring international working environment within an ambitious organisation. The offered grade and salary level will be in line with the requirements of the function and will also depend on the qualifications and experience of the selected candidate. The minimum salary for a Senior Lecturer is EUR 4,345.37 and the maximum salary will be EUR 6,550.02 gross per month on a full-time basis. The Dutch tax authorities might grant a special tax-exempt allowance of 30% of the gross income to foreign employees, who are assigned to a post with a domestic employer and have specific skills that are scarce on the Dutch labour market.
