The EUROPEAN ENVIRONMENTAL BUREAU
a federation of 145 environmental citizens’ organisations,
based in Brussels,
has a vacancy for a part-time
MERCURY PROJECT OFFICER

The Project Officer will focus on policy-making and implementation in areas related to mercury
policies at EU and global level. Work will include involvement in implementation and follow up
of relevant legislation relating to the EU mercury strategy, the mercury export ban, measuring
devices, lamps, the chlor-alkali industry, etc. The work may also expand to global policies at
UNEP level.
The Project Officer will report to the Project Coordinator of the ‘Zero Mercury Campaign’
The position is initially 3 days per week (24 hours), until end June 2013, with the possibility of
hours to be increased, and the position to be extended.
The Project Officer’s work comprises:
· Drafting EEB positions and any other reports on mercury related issues, with assistance
from EEB/ZMWG members (including studies, reports to funders and website updates)
· Carrying out necessary research to develop our positions and keep abreast of relevant
developments
· Following up and contributing to relevant EU and global (UNEP) decision-making
processes.
· Contact with the relevant EU and UN Institutions and other bodies, to gather information
and communicate EEB/ZMWG positions
· Networking with member organisations to promote activities to influence EU and global
decision-making, assisting in the coordination of the Zero Mercury Working Group
(ZMWG)
· Contact with relevant industry players and (potential) coalition partners
· Organising meetings, including preparation, and follow-up
· Assisting on managing activities carried out by national campaigners
· Organising experts taking part in the Commission’s and potentially UNEP’s work (as
appropriate)
· Dealing with media in collaboration with the Unit Coordinator and communications staff
· Representing and defending EEB’s/ZMWG positions
Qualities and Experiences sought:
The Project Officer should:
· Have a relevant degree or a technical background in chemicals and/or industrial processes
and/or waste – knowledge of mercury related issues is an asset
· Have a minimum of 2 years’ experience on a relevant environmental policy issue,
preferably at EU level -experience at UNEP level would be an asset
· Have experience in environmental policy work, including analysis of policy proposals,
formulation and presentation of oral and written comments/proposals for change
· Have a sound grasp of the operation of EU Institutions and EU environmental law
· Have a strong affinity for European environmental organisations
· Have experience in working with environmental organisations in network.
· Have good communications, organisational and networking skills
· Be flexible in dealing with environmental topics
· Be a team player
· Be quick learner and motivated to go deeper into issues in view of finding solutions
· Be able to meet deadlines.
· Speak and write English fluently, preferably also French - other EU languages are an asset
· Be prepared to work outside normal office hours, if necessary, and to travel at short notice
EEB offers:
· a gross monthly salary of €1,910 plus benefits [holiday bonus, 13th month, pension
scheme, luncheon vouchers]
· an initial contract of 3 days per week (24 hours) , until end June 2013 following a probation
period, with the possibility of hours to be increased, and the position to be extended.

1. Outline two of your main achievements. Describe what they are, the process you
went through and their positive outcomes for you and for others.
2. The EU has been implementing rather successfully the EU Mercury strategy since
2005. Why is it important to review the strategy and propose new measures at EU
level? What shall those measures be to your view?
3. At UNEP level, discussions are starting on the development of a global mercury
treaty. Which areas do you think should be covered in the treaty text and what could
be examples of measures to be included?
